Tie Breaking Procedure
Explanation of cume sheet.  We inputed Judges' scores and rank for every round.
Total cume = Rd. 1 rank + Rd. 2 rank + Semis total cume + Finals total cume.

Unbreakable tie procedure for round ranks.
*2 way ties - both receive the rank for which they are tied.
*3 or 4 way ties - all receive the highest middle position for which they are tied.

Round Ranks
1. Low cume
If ties exist;
2. Judge's preference if odd number judges
3. # of individual judges' 1's, 2's, etc. in round

Semis Selection
1.  Low cume based on round ranks
If ties exist;
2.  # of 1's, 2's etc. in Round Ranks
3. All individual Judges scores on a low cume basis
4. Greatest # of individual judges' 1's, 2's, etc. in all prelim rounds
5. If still tied, see if speakers have met before; if so, the tie shall be resolved based on the better rank in that round.
6.  If tie still cannot be resolved, send both speakers to semis.

Final Selection
1.  Low cume based on Round Ranks and all judges' scores in Semis
If ties exist;
2. Rank in semi-final round only; speakers tied need not have been in the same panel
3. Judges' Preference in the semi-final round when both speakers were in the same panel
4. # of 1's, 2's etc. in semi-final round
5. # of 1's, 2's etc. in Round Ranks of all rounds, including semi-finals
6. All individual judges' decisions from all rounds on a low cume basis
7. Greatest # of 1's, 2's, etc. awarded by individual judges in all rounds
8. If speakers are still tied and have met in a previous round, resolve the tie based on the better rank in that round.

Final Awards
1.  Low cume based on round ranks, total cume of semis, and total cume of finals
If ties exist;
2. Rank in final round only
3. Judges' preference in final round only
4. # of 1's, 2's etc. in final round only
5. # of 1's, 2's etc. in round rankings from all round
6. Greatest # of 1's, 2's etc. from all judges in all rounds
