Lincoln Douglas Resolution:
Resolved: In the United States, the principle of jury nullification is
a just check on government.

Public Forum Resolution:
Resolved: On balance, government employee labor unions have a positive impact on the United States.

RULES:
1. There will be no cross examination in Extemp speaking finals.

2. We will follow the rules outlined in the NFL district manual.

To the extent there are any conflicts between this invite and the
district manual, the NFL rules will govern.

3. We do not use the California Plan in IE.  This means that we are
using an UP/DOWN system.  Once an entry has 2 downs, they are
eliminated from the tournament.  At the point in which we have with 7
entries or fewer, we will have a final round.

QUALIFIER: The number of students we qualify in each event depends on
the number of competitors we have.

SCRIPTS: The NFL is exceedingly strict about the legality of interp
scripts. Scripts must be brought to the Tournament.

At the district qualifier itself, the original published source of any
selection used in Dramatic, Humorous, or Duo must be immediately
available at the tournament as well as the complete script of the
cutting used. Both must be available in case of protest. It is the
affirmative duty of each coach and each student entered in these
events to make sure that the cutting
meets NFL rules. (The script needs to have a photocopy of every page
used; all words used must be highlighted; and any word changes or
additions must be indicated clearly in ink.)

Students who qualify will have to send a photocopy of their material
with their entry to the National Tournament, along with the piece, the
title page, and the copyright page.

Original Oratory Scripts: Must be received by the tournament director
(Mike Bietz) by March 26, 2010. The script must be signed by both the
student AND the coach.

** 16. Original Oratory Rules
1. Contest. This contest shall comprise only memorized orations actually
composed by the contestants and not used by them during a previous contest
season. No visual aids are permitted.
2. Subject. Any appropriate subject may be used, but the orator must be
truthful. Any non-factual reference, especially a personal one, must be so
identified.
3. Length. Orations shall require not more than 10 minutes for delivery.
4. Quotation. Not more than 150 words of the oration may be direct quotation
from any other speech or writing and such quotations shall be identified in
a printed copy of the oration supplied prior to registration. Extensive
paraphrasing from other sources is prohibited.
5. Script. The orator's script must be sent to the District Chair no later
than two weeks prior to the district tournament. The script should identify
the quoted materials, state the number of quoted words, and both the orator
and the coach must attest by signature that the oration is the original work
of the contestant.**

JUDGES: All schools are required to bring 1 judge for every 2 policy
debate team
entries or portions thereof, 1 judge for every 2 public
forum entries, 1 judge for every 2 LD entries or portion thereof, and
1 judge for every 6 IE entries or portion thereof.

Please include the names of your judges with your entry.

Hired judges are available for both debate and individual events at
$100. Please let me know by March 19, 2010 if you will need us to hire
judges for you.

LACK OF JUDGES SEVERELY COMPROMISES THE INTEGRITY OF THE TOURNAMENT
AND HAS A DAMAGING EFFECT ON THE TIME SCHEDULE.

REMINDER: Every school must have a coach or a designated person
present for the entire tournament or the school will be disqualified.
Coaches shall be available to judge whenever necessary. Your school's
judging commitment extends an additional round after elimination.

We will be using the Joy of Tournaments registration again.  This is
the third year we will be using this system.  Look for instructions in
the next couple of weeks.

Policy Entry $30.00 per entry
LD Entry $20.00 per entry
IE Entry $10.00 per entry
Public Forum Entry $20.00 per entry
Hired Judge $100.00 per necessary hired judge or fraction thereof

Make sure all required signatures and the publishing information for
interp events are present.

Please let me know ASAP by email if you plan on attending and a rough
sense of your numbers by event. This is important. I need to have an
estimate of how many entries you anticipate in each event, so I can
anticipate any problems. We don¹t want to go to a tournament and not
be able to qualify anybody. [Also, certain schools have to travel much
farther than others to attend this tournament. Schools having the
privilege of living closer to the tournament have the corresponding
responsibility if possible‹of helping us fill our entry requirements.
